Why Halliburton needs more money

This Washington Post article makes me wonder how the U.S. ever got to be so far ahead of the rest of the world economically and technologically. In order to rebuild an Iraqi cement factory (a piece of critical infrastructure for rebuilding most other things in Iraq), the U.S. team recommended all kinds of equipment imported from around the world, and a factory rebuilt from the ground up, at a cost of $23 million and a year for completion. The Iraqis, with a $10,000 grant and a quarter million of their own money, got the place up and running (albeit at half capacity) in just three months.

I know there are many Americans who have the creativity and ingenuity to build great things out of nothing. I think for some this kind of ability was passed down by the early American settlers who built every house, barn, and wagon with their own hands. But this seems to be a dying art for most of us. What is it about our culture that makes us think in terms of bloated budgets, unnecessary bureaucracy, and a general dependence on some other committee in order to get anything done?
